The Voting Rights Act Should Not Be a Partisan Weapon in Arizona.

The Voting Rights Act should be a neutral or quasi-neutral redistricting criterion. The VRA does not require districts to be drawn to the partisan advantage of any political party. In that sense the VRA can be considered “neutral.” The VRA does require, however, that a certain number districts be drawn to allow racial and language minorities the opportunity to elect the candidate of their choice. Roughly speaking, the number of districts drawn to this standard is determined by the minority’s percent of the overall population in the jurisdiction and feasibility. In that sense, the VRA is “quasi-neutral” because it is granting a preference to certain groups favored under the law.
